The Collusion in Mykolaiv Region
The collusion between PP «DEMSEY» and LLC «AVTODORBUH 2020» could have taken place in 2023-2024 during the auctions conducted by the Construction and Repairs Department of the Southern City Council of the Mykolaiv Region. This was reported by the Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine.
As a result of the preliminary investigation, it was established that there are circumstances indicating coordinated activity between the mentioned bidders regarding the procurement of services for the repair and capital repair of Druzhby Narodiv Street in the city of Yuzhnoukrainsk.
The Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine has initiated a case to investigate possible violations of competition protection laws by PP «DEMSEY» and LLC «AVTODORBUH 2020» in the form of anti-competitive concerted actions that could distort the results of the auctions.
Previously, municipal officials in Mykolaiv conspired with a contractor of repair works for tram tracks, inflating prices for construction materials and causing losses of 4.5 million hryvnias to the city budget.
In Mykolaiv, a collusion during auctions was also uncovered, where participants coordinated their behavior during road repair auctions conducted by the Administration of the Korabelnyi District during 2019-2020.
The company «Kaiser» regularly receives multimillion-dollar road contracts without competition from departments, administrations, and municipal enterprises of the city. From 2018 to 2024, the company entered into agreements worth a total of 115,442,524 hryvnias.
Furthermore, a contractor in Mykolaiv received about 17 million hryvnias for construction, but the work was never started. The Prosecutor’s Office filed a lawsuit demanding the termination of the contract in the amount of approximately 17 million hryvnias.
