Historical Monument in Odessa Threatened by Illegal Construction

In Odessa, at 4 Yekaterininskaya Street, a businessman has decided to transform the profitable house of Brodsky, a historical architectural monument, into a cafe. The entrepreneur rented premises with an area of 237.5 square meters but found it insufficient for a kitchen, leading him to expand the premises without proper authorization.

The head of the state architectural and construction control department of the Odessa City Council, Alexander Avdeev, revealed that the businessman encroached on part of the sidewalk and violated improvement regulations. The plot at this address was not officially transferred to ownership, and the necessary urban planning conditions were not provided.

Despite warnings, the businessman persisted in his illegal construction activities. The State Architectural and Construction Inspectorate has requested the dismantling of the unauthorized elements, and legal action has been initiated. The owner’s actions may constitute a criminal offense under Ukrainian law.
